ASEANAPOL - the ASEAN Chiefs of Police organisation - is the police-cooperation forum of the member countries of ASEAN (the Association of Southeast Asian Nations), bringing together the police forces of ten countries on a platform for information sharing, operational coordination, and capacity development. PCIC's participation in ASEANAPOL activities is part of Timor-Leste's broader regional integration process, pending the completion of its full accession to ASEAN.

This partnership is at once operational and diplomatic. Operationally, Southeast Asia is one of the world regions with the highest level of transnational organised crime activity - the Golden Triangle, the human-trafficking routes from Myanmar to the Gulf of Thailand, the financial-fraud networks based on regional tax havens, the arms and ammunition flows that fuel conflicts in several countries in the region. Timor-Leste, by its geographical position and its status as a young State still consolidating its institutions, is exposed to these phenomena and has every interest in participating actively in regional networks against crime.

Diplomatically, PCIC's participation in ASEANAPOL - through the National Director's presence at the organisation's Chiefs of Police meetings - is a clear signal of Timor-Leste's commitment to regional integration and to assuming its responsibilities as a member of the Southeast Asian security community. This visibility reinforces the country's negotiating position in the ASEAN accession process and builds trusting relationships with the police forces of Timor-Leste's future partners in the organisation.

ASEANAPOL regularly organises joint exercises, training programmes, and thematic conferences on regional security challenges - cybercrime, drug trafficking, terrorism, money laundering - from which PCIC benefits directly, both in terms of knowledge sharing and in building the personal relationships between investigators that can be decisive in concrete operations.
