PCIC detained another foreign citizen targeted by INTERPOL 'red notice'

The Scientific Criminal Investigation Police (PCIC), in close coordination with the Immigration Service, this morning arrested a Chinese citizen identified as ZHANG Xiuquan, 27, the subject of a red notice issued by Interpol at the request of the authorities of the People's Republic of China.

According to the Interpol notification, ZHANG Xiuquan is wanted by the Chinese authorities for the crime of fraud, as part of a process conducted by the Bincheng Sub-Office of the Binzhou Public Security Bureau, Shandong province. According to the facts of the case, the target will have integrated, between February 2024 and March 2026, an organized telephone and telematic fraud group led by JI Ping, still on the run. The group allegedly created a fraudulent investment platform, attracting victims through the social network Douyin with the promise of high interest rates, inducing them to install an investment application manipulated by the scammers themselves. Subsequently, the platform's data was altered in order to prevent the withdrawal of funds, causing at least 5 victims a loss of more than 7.16 million yuan (CNY), about one million dollars. As part of this process, ZHANG Xiuquan was allegedly responsible for attracting victims to invest in the fraudulent platform. The arrest warrant against the person concerned was approved on March 13, 2026 by the Bincheng People's Procuratorate in the city of Binzhou, based on Article 266 of the Criminal Law of the People's Republic of China, a crime that is punishable by a maximum sentence of life imprisonment. The Interpol notification also classifies the target as presenting a risk of flight. The Chinese citizen was transferred to the cells of the PCIC, and the judicial procedure is ongoing. This is already the second arrest of a foreign citizen wanted by Interpol recorded by the PCIC in a few days. On July 19, the PCIC detained, at the same airport, another Chinese citizen, also the subject of a red notice at the request of the Chinese authorities, as part of a case for prostitution organization, with an arrest warrant issued in December 2024 by the Jiangbei district office in Chongqing. The PCIC reaffirms its commitment to international cooperation in criminal investigation, maintaining close coordination with Interpol, the Immigration Service and other authorities, in the control of wanted individuals who may try to enter or leave the national territory.
